May 17, 2023 – The Board of County Commissioners (BOCC) is accepting resumes from members of the public interested in serving as a Kootenai County representative on the Board of Health. Interested individuals may submit a current resume and cover letter to the Board of Commissioners via email to kcbocc@kcgov.us or via mail to the address provided below. All submissions must be received no later than 5:00 p.m. on Thursday, June 1, 2023. Resumes received after the stated date and time will not be considered.
The County Commissioners will review those resumes, interview candidates and select the final name(s) for nomination. (More than one name may be selected for consideration.) The Board of Commissioners will forward the names of approved nominees to Panhandle Health District staff. Ballots will be then be sent by health district staff to the County Commissioners of the five counties within the health district. Ballots will be opened at the July 27th regular meeting of the District Board of Health. The individual who receives the most votes will be appointed to a five-year term.
Kootenai County is one of five counties within the Panhandle Health District. Currently, Kootenai County has two representatives on the District Board of Health. Guidelines for the composition of the Board of Trustees of the District Board of Health are defined by Idaho law, including setting terms of up to five years for all board trustees. The position currently held by Dr. Richard McLandress is set to expire June 30th, 2023, creating an opportunity for the County to consider new nominees for that position.
The Board of Commissioners reserves the right to amend the described process to allow for nomination of elected official(s) to the Board of Health.
Health districts are independent government agencies, not departments of state or county government. The District Board of Health has specific powers and duties, per Idaho law, including
public health administration responsibilities, oversight of community wellness and environmental programs (and related contracts), financial oversight for the district, and other responsibilities. Ideal candidates for nomination to the board will have financial experience (preferably related to government accounting and operations) and some knowledge and interest in public health, (as noted in the Idaho code related to health board appointments). All resumes received will be considered, provided minimum requirements are met. (Any nominee to the district board of health shall be a citizen of the United States, a resident of the state of Idaho and the public health district for one (1) year immediately last past, and a qualified elector. Idaho Code §39-411(2).)
